He can seemingly still function normally in this state, it's just that everything he touches instantly catches fire. Jack-Jack bursts into flames, Human Torch-style. This power appears to be triggered when he gets angry, especially when he doesn't get a cookie. Jack-Jack turns himself into a purple demon-looking thing. This happens at least three times in the film: once during a fight with a raccoon in a backyard, once in Edna Mode's home and once during the finale on the boat.
